오늘은 새 대통령인 이재명 대통령의 첫 민생 정책인 전 국민 소비쿠폰에 대해서 얘기해보려고 해요.

Today, let’s talk about the very first people-focused policy from Korea’s new president, Lee Jae-myung — the Nationwide Consumer Coupon.

🧑‍💼 이재명 대통령의 취임과 첫 행보 A New President with a People-First Promise

2025년 6월, 대한민국의 새로운 대통령 이재명이 당선되었습니다.

전직 인권 변호사이자 소년공 출신으로, 늘 ‘민생 중심’을 외쳐온 정치인이죠.

그는 취임 직후부터 어려운 국민들의 삶을 살피는 것이 가장 시급한 일이라고 강조했습니다.

그 약속의 첫 결과가 바로, 바로 이번 ‘민생회복 소비쿠폰’ 정책입니다.

In June 2025, South Korea elected a new president: Lee Jae-myung.

A former human rights lawyer and factory worker in his youth, he’s long been known for his strong focus on everyday people’s lives.

Right after taking office, he emphasized that helping struggling citizens was his top priority.

And the very first result of that promise is this —the Livelihood Recovery Coupon policy.

💳 무엇을 주는 걸까? What Is the “Livelihood Recovery Coupon”?

이 정책은 말 그대로 전 국민에게 소비 쿠폰을 지급하는 정책입니다.

정부가 국민에게 일정 금액을 신용카드나 지역사랑상품권 등으로 주고, 이를 지역 소상공인 매장 등에서 사용하도록 하는 방식이에요.

단순한 “지원금”이 아니라, 지역 경제를 살리면서 국민에게 실질적인 소비 여력을 주는 이중 효과를 기대하고 있어요.

This policy, while called a "coupon," is actually provided in various forms like credit card points or local gift certificates. Each citizen receives a fixed amount that can only be spent at small local businesses and designated stores.  

So it’s not just a simple handout — it’s designed to boost local economies and support real household spending at the same time.

💸 어떻게 받을 수 있을까? Who Gets It — And How?

정부는 2025년 하반기에 두 차례에 걸쳐 쿠폰을 지급합니다.

The government plans to distribute the coupons in two phases during the second half of 2025:

✅ 1차 (7월 21일 ~ 9월 12일) :Phase 1 (July 21 – September 12)

모든 국민 대상(For all Korean citizens)

• 일반 국민: 15만 원 (General population: ₩150,000)

• 차상위/한부모 가정: 30만 원(Lower-income/single-parent households: ₩300,000)

• 기초생활수급자: 40만 원(Basic welfare recipients: ₩400,000)

• 비수도권 거주자: 추가 3만 원(Additional ₩30,000 for non-capital region residents)

• 농어촌 인구감소 지역: 추가 5만 원 (Additional ₩50,000 for depopulated farming/fishing areas)

✅ 2차 (9월 22일 ~ 10월 31일): Phase 2 (September 22 – October 31)

전 국민 90% 대상 (건강보험료 기준으로 선별)

For 90% of the population (based on health insurance premiums)

• 10만 원 추가 지급(An additional ₩100,000 will be distributed)

📝 신청 방법(How to Apply):

• 온라인: 카드사 앱, 지역사랑상품권 플랫폼 등 (Online: Through credit card company apps, local coupon platforms, etc.)

• 오프라인: 은행, 주민센터, 찾아가는 접수 서비스 제공 (고령자·장애인 대상) (Offline: Banks, community centers, and mobile registration services (for seniors & people with disabilities)

📌 사용 마감 기한(Usage Deadline): 2025년 11월 30일까지(Until November 30, 2025)

🎯 왜 이 정책이 중요한가요? Why Does This Policy Matter?

이재명 대통령은 다음과 같이 밝혔습니다.

“이번 소비쿠폰은 단순한 선심성 정책이 아니라, 위축된 소비를 회복시키고 민생을 회복시키는 첫 단추입니다.”

팬데믹, 고물가, 기후위기 등 복합적인 위기 속에서 한국의 내수 경기는 위축되고 있었고, 많은 국민이 실질적으로 쓸 수 있는 돈이 부족해졌죠.

President Lee explained:  “This coupon isn’t just a feel-good giveaway — it’s the first step to reviving consumer spending and restoring livelihoods.”

After years of challenges — the pandemic, inflation, and climate-related crises — Korea’s domestic economy had been shrinking, and many people were left with very little to spend.

이 정책은 This policy is seen as:

✔ 국민의 지갑을 채우고 (Filling people’s wallets)

✔ 지역 소상공인의 매출을 늘리고(Supporting small businesses)

✔ 전체 경제에 순환을 일으키는 (Circulating money throughout the economy)

🗣️ 야당은 왜 비판할까?Why Do Some Politicians Oppose It?

그러나 이 정책에 대해 야당은 반발하고 있어요.

대표적인 반응은 다음과 같아요:

• “대통령 당선 축하 파티 열듯이 돈을 마구 뿌리는 정치 추경으로 보인다!”

• “재정 부담이 크고, 일시적 효과에 불과하다.”

• “선별 지원이 더 효율적이다.”

But not everyone supports the plan.

The opposition party has raised strong objections:

• “It feels like the president is throwing a party with taxpayer money.”

반면, 여권과 시민단체는 “코로나 시기 긴급재난지원금처럼,국민이 체감할 수 있는 민생 정책이 필요하다”고 강조합니다.

They argue that repeatedly expanding cash-based welfare without structural reform could hurt fiscal soundness in the long run.

In contrast, the ruling party and civil society groups argue that —“Just like the emergency relief funds during COVID-19, this kind of policy must be felt directly by the people.”
